Go to the iTunes Store and scroll down to the bottom, select country or w/e and press USA, then it should work.
I will show you how to create an iTunes store account without a credit card or a method of payment!

1. Go to http://www.tunecore.com/freealbum and copy the code.
2. press redeem at iTunes and paste the code.
3. press create account and fill out the info. For payment method check: none
4. You should now have an iTunes account.

The credit card thing at the end it then it then it then it asks you to sign in click that.
